Click "Rate User"
There're 3 choices, Possitive (+1), Negative (-1), or Neutral (0) :)
It's ur choice to give another people rep :)

While it can be a positive thing and a tell-tale sign of a good forumer, many people unfortunately ruin it by doing things like rating their self from an alt, or getting mad over a downvote. Reputations really don't mean anything other than peoples opinions of you, which can sometimes be wrong.
