If you have an item finder, you want to change cities to get good items and the item finder only works in good weather so that's why people change cities

You have to travel to cities because of many reason... One of the reasons is that from Fuchsia City you get Odd key, unlocking the unknown tower.

you can buy a S.S.Anne ticket in the mart store for 2 coins each the ticket allows you to travel anywhere withing your region only

well as others above me have said some special events have required this and also if you manage to purchase an item finder, u can also use that if the weather isnt bad at the city currently
|

If you go to Fuchsia City, you can battle "Missingno" in the Safari Zone to get an Odd Key.
