Firstly, does the type of pokemon effect the power of a certain move? fir example, would thunder have the same effect with a waterpokemon as it would with a electric one?

No, the type of the pokemon doesn't effect the move. I would recommend : v-create, Boltstrike, Blizzard and either Megahorn if you fight against the Mysterious Trainer, or Earthquake.

i can't even get close to beating the mysterious trainer :/

if you have to fight with mew then the four best moves will be toxic,megahorn,fly and Boltstrike

toxic, fly, boltstrike, and earthquake are the most useful moves in my opinion :)
don't bother getting hyperbeam or recover, they're just for show and don't do much
recover actually kills you more than it helps you XD

the best 4 move would vari on who u are fighting, for example the thunder moves are good for when u fight the water npc

If you can't buy toxic,use sludge and there is a chance that you will get your opponents provisioned and sludge is FREE! So I recommend to use sludge.

Use bolt strike blizzard toxic and fly. That is if you can get toxic and fly :x
