Really lightly sketch down the row and sketch across the column.

Do you mean Multiplication Tables? I used to recite them out loud, going: "two and two is four, two and three is six" and so on, so forth. If that doesn't help, I suggest flashcards.

Tables
try repeatedly writing them down, it helps me remember things when I write them down, specially Mathematical formulas.

One of the easiest methods I learned in 3rd grade was to make rhymes or "jokes" out of some of the facts. Such as...

I ate (8) and I ate (8) (now multiply to get...) and I got sick on the floor (64)

It takes practice. :) Once you get used to it, it comes naturally to you. :) Just memorize the table posted above at first, and it wouldn't take a few months to master them. :D

It helps to memorize the squares first. 5x5=25, 8x8=64, etc. Memorizing is great if you say it out loud for 10 minutes. Once you get squares done it is a bit easier to memorize off numbers. Like 9x4=36, and 12x8=96
