How does it know if you meet the requirements for the Userbar for example the Creed artist one. How can it tell if you have good art?

This will depend, if you make good sprites and if it gets used for pokemon creed then you might get the artist userbar.
Creed infamous and creed anonymous were given in 2 contests of Da Man, i don't think you can get them now.
Idk about creed shakespeare, i think you need to give a good idea or something.

creed shakespear? To get that one you have to participate in the RP forums (Ralt's roleplaying center) and be on there often wrighting in them.

What about the other user bar like mew trainer
flaming artist
creed helper and many more sory i dont remember them all but how do you get em

I think for mew trainer you have to defeat the mysterious trainer that has a full team of mews. if you click whatever town you're in, (EG Vanvill town...) Scroll down and there is an option dark alley. Click on it and I beleive it takes you to the trainer, just battle him and if you defeat all mews you should be able to unlock the title.

Creed Artist- Design some sprites for Creed and have them turn into actual colors
Creed Shakespeare- Participate in RP Forums a lot
Creed Infamous- Pretty sure it was a contest and isn't availible
Creed Anonymous- Only special people have it
