You have to beat Zapmolcuno at NPC fights, the final pokemon of yours that faints Articuno gets it's moves replaced with fly. The use of fly is do have your pokemon last longer while battling myesterious trainer while having the mew poisoned with toxic and using fly to last while you faint them.
