Well, I agree that there should be a hitdown decrease, maybe to 250-100-50, or 500-250-100 w/e, but something lower than 1000, like you stated, the hitdown glitch just makes everything cheaper, like since more than one person can win, coins are easily gotten which encourages people with higher levels to train 10-30 per billion since it's easier to get jobs and get profit, thus making it next to impossible for even people with 20000+ to get jobs because they refuse to go that low, which makes those who go that low, go lower.

I agree with Mountain Dew, that there could be some things you can buy to make your profile unique, to eliminate some coins.
Or to add something ingame to make people grind their coins to get, I don't know maybe a special poke or something that costs 100k coins :p depending on how many people want it, 10 people buying it would eliminate 1million coins :p
