whats the big timer to the right of the page ? it just goes up then resets...what does it mean ?

its the clock to that tells you what time it is in the united states 20 hours equals 8:00 out in california and other states

Well,The clock is to help us.I mean like..If you some ask me when will the training be finish.I say tomorrow than he ask the time?Can i say my own country time?
