Kind of, but generation 3 refers to Hoenn more, because the first gen 3 games, Ruby and sapphire, were in Hoenn, then came Emerald, Hoenn, and then there was firered and leafgreen, which were kanto, so it is hoenn=3/kanto=2 so its basically hoenn.

I started in Kanto :p And i began with the game pokemon Yellow :) one of the first pokemon games... I played almost all pokemon games

Im not sure but i think i started watching pokemon episodes when i was about 5, so i think i watched Hoenn episodes.
