I've started off with a level 5 cindiqiul and i started with no pokeballs and no money only 30 coins also i cant fight wild pokemon only catch them but i have no pokeballs....

You can't fight map Pokemon in this game.

Try getting into the game on your own (like I did). Click on your Cyndaquil in the top bar and change one of its moves to Bolt Strike. Then go to Swimmer Richard (or the Bird Tamer) in the 'NPC Fights' link in the left column and keep pressing Bolt Strike (although not too fast), keep pressing 'continue' and 'Restart Battle' when necessary.

Soon you will have enough money to buy Pokeballs at 'Mart Co.' (in the 'Pallet Town' link on the left). Once you have bought the balls, go to a map and get catching!

I would also recommend spending your coins on as high a level a Pokemon as you can buy in the Auction House (this way you don't have to get others to train for you (which can be risky, trust me)). Make sure you get one that is higher than your own and bid as many coins as you want on it. Then train with that. You will get more money for more Pokeballs that way.

No problem, thanks for trying!

I would also try selling your lower levelled trained Pokemon on the Auction House so that you can get more coins to buy a higher levelled one later.

And join a clan by going to 'Clan List' on the right of your screen, clicking on a clan, checking that you meet its requirements and Applying for the clan. The sooner you join one, the better because then all your XP you get from battles will be added to the Clan XP total.
