go to manage items and click equip item at the top and click equip next to the dowsing machine then just go search the maps to find items

Zap it says that it doesn't work in bad weather :/

Oh yeah my bad you have to check the weather reports for good weather and go to that town,example in the Hoenn region -
Fortree City Indian Summer 25℃ [Buy Ticket] buy a ticket and go there then try the maps again
