How do you obtain them? Are they ob right now?

You can get one with a rotten rare candy which has a 10% chance to be a rotten candy.

I think it's just a regular rare candy that levels back your pokemon, I haven't tried it because 500 coins is not worth it.

I have a level 4 ShadowRegice.
 Basically as said, you just use a Normal Rare Candy found in the Dep. Store. It has a 10% chance of being rotten and decreasing your Pokemon's level by 1. |

So is it possible to get a rotten candy twice in a row and make the pokemon level 3 or so? If it is, wouldn't it be even "rarer"? I would really want to see if there's one or not. Getting 2 rotten candies in a row is like 1 in 100 chance.
