I believe there is no statement saying that new promos will be immediately uploaded after the current one has ended.
Therefore, the interval between two promos can be a short one, or a long interval.

Complaining about the time means, we will delay the change.

You haven't even bothered to get the ShinyDrilbur, so I don't know why you're asking to get it changed.
