You click on the number next to Reputation, and then click on the button that say rate user at the top right, then selection one of three option Positive, Neutral, or negative, and type a comment in the box underneath it and then click the add rating button.

Yeah but i think you need 50-70 points b4 doing so. after that u can give reps
Honestly, reputationn shows nothing for a player. You could have high reputation and be themost mean spririted person on creed or the otheer way around.
