By character you mean trainer level right? If so, then the answer is yes. The trainer level is just your trading level limit. So if you have a trainer level of 100, you can't trade Pokemon that are a higher level than 100.

hehe, it doesn't exactly work like this. if your trainer level is 100 and other person's trainer level is 5000, you can still loan him a level 4999 pokemon.
