The small rules are made because some people have no common sense. About 90% of all people (hopefully) don't need them, but the fact that some people are affected by them makes it so we all have to endure it. It is basically being fair to a point where it is annoying.

i have to disagree i think laws are good cause when your young they give you an increased sence of right and wrong and help improve peoples judgements, but i also think people shouldnt need them but this is just what i believe
