Some of them I've seen from you are too dark and or have too much contrast in them. Weaville is the best one of the trio put before me, but you should try to develop your own style as time goes by. :p

Kyogy, try using Saturation instead of Hue in Step 4, I've seen that work better. Here's my G. Lapras, with Saturation.

These are nice kyogy! I really like the G Golurk. Maybe the lines shouldn't go out in every place? It makes it a bit distracting from the thing that you want the viewer to look at which is the sprite. Better work than i can do though. 8/10
