Bad idea.
This would make more legendaries rate go down the drain, like the current ones have. Dialga already exists, doubt it' d be created again. Palkia would go down most likely, Suicune an Entei same, Lugia is implemented in Towers already, Raikou is 1 IG. That would ruin the rate. 0/10 |

I don't think that they should be added since Lugia u get it from beating the marine tower and dialga was a promo etc..
