A level one Magikarp that can learn Roar of Time, but can't be leveled up or a Level 100 Gyarados that can't learn any moves?

Dialga. A Level 1 Mewtwo that cannot learn any moves, cannot be leveled up, and is weak to every type, or a Level 1 Magikarp that can only learn the move splash, cannot be leveled up, and is weak to everything?
