I have looked in some of the highest level pokemon, and i want to know how people have gotten pokemon like arceus', lugias and deoxys'

i think there was a promo and they brought it and still have it or they brought it off someone maybe im not sure.

C. Deoxys was a prize for winning the fishing contest for the 2012 Olympics. The others we're special prizes/old promos.

I think they were the old promos. That they will buy and after 1 year they will put it for auction. Then the peoples bid and won that promos.
