Roxanne was already gone by the time Blue had gotten to the Zora Domain. She swam underwater into the secret passage that led to Lake Hylia. Once she was sure the coast was clear, she surfaced.

"What exactly are you?" she asked.
"I'm a Celebi!" Shimi replied.
"What are you?" Shimi asked.
"I am a Zora." Roxanne replied.
