In chatroom someone says to me that mine tl is low. I dont know what is tl. So can anyone tell me what it is ?

tl stands for Trainer Level. your trading caps is base on your Tainer Level, here the lsit of the trading caps if you not sure what your trading cap is:
Trainer Level 0-500 = trading cap level 500 Trainer Level 500-10000 = trading cap = Trainer level Trainer Level 10000-14999 = trading cap level 10000 Trainer Level 15000-19999 = trading cap level 11000 Trainer Level 20000-29999 = trading cap level 12500 Trainer Level 30000+ = trading cap level 15000
