How are you able to beat it or even do damage to it?

You need to have the item Silph Scope. You can buy it at Mart Co. for 100 coins.
If you battle the ghost, just use the item and it will reveal the poke then you can battle it.
It gives out an item called Strange Note after you defeat the pokemon.
