You get them all on maps.
You get Blazing, Frozen and Lightning Shard by beating Moltres, Articuno and Zapdos respectively who can be found at Wilderness Volcano, Ice Cave and Power Plant You get the remaining shards in maps. For that, you need Itemfinder Or Dowsing Machine.
